Parent Portal Bulletin and Email functions lack editing abilities rendering them (almost) useless

The News Manager and the Email function in Pupil Manager have editing capabilities where you can bold, italicize, add pics, videos and more. Since this capability is obviously part of iSAMS, it should be available across the entire platform. Since...
